改正国籍法成立 「これで母の役目果たせる」フィリピン人リザさん（産経ニュース）
「大変な思いをして認知できて、国籍もやっと取れる。子供たちも喜んでいる。私たちみたいな人が、ウソの認知をする人のせいで邪魔されたらイヤです」
今回の国籍法改正騒動によって生じる最大の懸念がここにあります。
偽装認知のことばかり騒ぎ立てられたことにより、正当な認知を受けた子供たちに対して、偽装認知なのではないかという疑いや偏見の眼差しが向けられることを最も心配します。
ところで、産経はこのような記事を書きながら、こんなコラムも掲載しています。
何を考えているのでしょうか？
支離滅裂ですね。頭がどうかなりそうで。
＞ネットの世界では、常識的に正当と思われる意見が少数に見え、不当と思われる意見が圧倒的多数に見えることもあると改めて感じました。
＞そして、ネットで多数に見えた情報を信ずる人が今後増えるであろうことを考えると、我が国の民主政治のゆくえに若干の危惧を感じました。
これは、「国籍法改正反対論における陰謀論の本質的かつ致命的な矛盾」でのNo.28 現役行政官様のコメントから引用させていただいたものですが、私も同じような危惧を感じていました。不当と思われる意見の方々全てとまではいいませんが、今後、日本国籍を有した混血児が、
＞偽装認知なのではないかという疑いや偏見の眼差しが向けられること
という、モトケン先生の危惧を私もすごく心配します。
陰謀論はあまりにも突飛な話だとは思いますが、改正法に対する批判で多く感じたのは、「国の根幹を揺るがすような改正法が、何故、マスコミ等で多く取り上げられず、国民を無視するかのように、拙速に法案を通過させようとしているのか」というものでした。
「なぜ、改正しなければならないのか」ということを良く知らない人が、そのような書き込みを多数見てしまえば、その論調に流されてしまう人達が増えてしまうような気もします。
まして、産経の他の記事にあるように、
＞有志議員らは３日、「国籍問題を検証する議員連盟」（会長・平沼赳夫元経済産業相）を結成し、不正な国籍取得防止のためのチェック体制の構築や重国籍対策などを検討していくことを決めた。国籍問題は、国の根幹にかかわるだけに、時間をかけた真（しん）摯（し）な議論が続けられるべきだ。
というようなことも書かれていますので、「こりゃ～大変だ」
と、そのような方々の危機感に拍車を掛けてしまうのではないでしょうか。
何方かも仰られておりましたが、日本は他民族に対し、まだまだ閉鎖的な考え方を抱いている人達が多いんだ、ということを改めてひしひしと感じてしまい、残念です。
（愚痴→だから外交も下手なんだ、・・ボソ）
私は、外国まで行って、遊んで子供を作ってくるような日本人男性が何も問題にならない方が、気になります。
彼らが責任をもって経済的な援助もしない方が、よほど恥ずかしい。
フェリさんに便乗なりますが、正規（この言う方もどうかと思いますが）の認知待ちの子どもでフィリピン限定で２万人（支援ＮＰＯの発表にて）という膨大な数。
この子達が全て日本に来るつもり（少なくともＮＰＯはそのつもりらしい）なら、その家族も一緒に来日することになるだろう。フィリピンの一般的な家族構成だと実母、養父、異父兄弟４～５人合わせて７～８人の大家族。そうなると総勢１４～１６万人が、日本に経済的保証も無くやってくることになる。
来日しても日本で安定した職など見つからないだろうから、結局は生活保護を受けることになるだろう。児童手当と合わせれば月に２０～２４万の支給は受けられる。これは日本国籍を有してる本人（子ども）にとっては当たり前の権利。
しかし２万世帯分の生活保護、児童手当で年間約４８０億円必要となる。これを負担するのが罪無き多くの国民からとなると、あっさり納得するのは難しい。やはり養育費の負担を実父に強制できる対応は、国籍法改正反対派ならずともお願いしたいところですね。
今回の国籍法改正で日本国籍を取得した子は日本に住めますが、家族には日本の在留許可は出ませんので、来日して日本に定住できるのは、認知により日本国籍を取得した子だけです。
認知された子が日本に居住する場合、原則論は認知した実父が引き取って養育することになります。しかし父親が親としての養育の義務を放棄した場合で、その子の年齢が15歳未満で一人で日本で暮らすのが難しい場合など、やむを得ない場合に限り外国籍の母親だけが在留を許可される場合があります。これは入国管理の上ではあくまでも人道に基づく特例的措置です。
自己追加レス。
国内居住する日本人は、外国籍の家族（尊属など）を日本に呼び寄せて一緒に暮らすことが出来ますが、原則はその日本人が成人で定職についているなど、身元保証人としての要件を満たす必要があります。
未成年の幼児や学童の子が、外国籍の家族を無制限に日本に呼び寄せることは出来ません。
確かに入管行政（在留資格・在留期限）との兼ね合いを、（故意か否かは別として）まったく考慮しない見解が、それなりの頻度で目にとまりますね。
前にも、別エントリで投稿させて頂いたと思いますが、複数の絡み合う法律網によって、社会制度が成立しているのだという事をもう少し、一般論として理解して欲しいです。
国籍法の改正問題だからと言っても、国籍法だけに着目しても決して十分ではないのですし、同じように既に別の法律の規定が当然に及ぶのに、国籍法そのものに同様の規定を置かないのが宜しくないという考え方も、同じように意味がないか或いは法体系の観点からの問題が生じると思われるのですが。

在留資格については存じてましたが、昨今のフィリピン人中学生の強制退去問題での過剰擁護報道、さらに法務大臣すらも判断延期を下す甘い情勢で、原則論はなし崩しになる気がしてなりません。
一応ソースを探したのですが見つかりませんでしたが、支援ＮＰＯは一応家族に仕事など斡旋して日本に送り出す予定でいるようです。これで在留許可が下りるかは怪しいですが、最終的には家族で日本で住めるように支援していくようです。
そこで心配なのが上記の過剰擁護報道をはじめとした緩い人権主義が、在留資格や強制退去などに甘い判断の横行許す結果にならないかという点ですね。ここが甘々だと先に書いた生活保護の問題などが生じる温床になると思います。
温情に訴えるだけの報道が、結局は国民の不安を煽る結果になってるように私自身は思われてなりません。厳密に運用している事が良いことであるとし、水際で頑張っている公務員などを応援するような今後の報道を望みます。

こう言っては何ですが、「国民の不安を煽る」”いい加減な”発言を一意さん自体がされていて、むしろ煽っているではありませんか。

確かに新聞でＮＰＯが職を探してあげて、日本に送り出す旨の報道（ソースが見つかりませんでしたが）見て推測して出した数字ですから、いい加減といえばいい加減ですが、煽っているつもりはありません。勘にさわったようでしたら申し訳ありませんでした。
ただ外国人絡みの様々な報道を見ていると、外国人の流入の恐ろしさを感じるばかりであり、しかも国自体が外国人の流入を奨励している様に見受けられます。奨学金制度、移民政策や外国人参政権、日本が日本でなくなっていく不安は、極一部の人だけが感じているわけではないと思いますよ。現に静岡ではブラジルからの移住者とトラブルになってる報道は有名ですよね。
私は国籍法改正の問題は、そんな不安から来ていると考えています。馬鹿が騒いでいると切り捨てるのは簡単ですが、その不安を払拭する事も今後の問題だと思います。
というか国籍法の今後の懸念を話していると思ったので、報道から考えて問題になりそうな点を書いたつもりです。それが不味いようでしたら謝ります。

振り返れば国籍法については、ネラーに負けました。付帯決議に付いた以上、平沼大御所が反対に回った以上、既にインターネットの良識は大勢にはなっていないのです。
モトケンさん、国籍法問題は既に敗北しているのです。
法律を大学でかじった者は、立場の違いを超えて、最高裁判決に沿った立法改正を行うのは、好ましいを超えて政治道徳の義務に見えます。
尊属殺違憲判決があったのに、刑法２００条（尊属殺人）の改廃に反対した国会議員（今は全員故人）を思い出します（ちなみに、現在は刑法２００条廃止削除）。

改正国籍法は成立しましたが、誰が、何について、誰に負けたんですか？
「付帯決議」の意味については、最近のコメントで詳しく説明されていますが、読みましたか？
・付帯決議がついたことは負けなのか
・平沼議員はじめ10人ほどの参議院議員が反対に回ったが、それは負けなのか
・ネットでの声が小さい（何をもってネラーに負けなのかよくわからないのでこう解釈したとして）ことは負けなのか
FUDの類で根拠のない不安をかき立てたあげく、専門家が指摘するとすぐに勝利宣言して逃げ出す程度の「ネラー」が、一体何を勝ち得たのですか？
産経のコラムを読む（のもばかばかしいのですが）と、過剰な都市化・少子化を放置した当然の帰結、あるいは白人が先住民居住地に進出していったというある種「真逆」である他国の事象を、無理矢理国籍法と結びつけようとしており、この方が大学教授であることの方がよっぽど考えたくない問題です。
千葉大法科大学院教授？らしい方がご自身のブログでこんな見解を述べられていました。
この方は法務省がたるんでいる！と国籍法改正に反対のようです。なんでこんなことになるんでしょうか。
国籍法３条１項の改正に反対する人の理由を聞いてみますと、国籍法２条を含めて現行国籍法を根本的に改正しなければいけないはずなんです。
根本的に改正しないと、改正反対論者の目的は達せられないということですね（＾＾）
ご紹介のブログ主さんの意見にも、そういうところがあるように思います。
そもそも某国による日本が乗っ取り陰謀論を唱える方々は、認知により日本国籍取得する「ニセ日本人」が大量に送り込まれるという。
でも、デモですよ、改正が無くても、もっと簡単で確実な方法があるのだが･･･。
日本乗っ取りの超陰謀作戦
第１段階＞日本の男をトロトロに溶かす魅力タップリの女スパイ、つまり現代版の「くの一」を大量に養成する。
同第２段階＞日本から旅行や仕事で某国にやってきた日本人男性に、養成した女スパイを差し向けて誘惑し、国際結婚させて夫婦として日本に帰国させる。日本人と結婚した外国籍の妻には当然に日本への入国と居住が許可されるので、女スパイ妻は合法的に日本に入国出来る。
第３段階＞日本人と結婚した女スパイ妻は、日本に居住３年以上になれば帰化を申請出来るので、申請して日本国籍を取得する。結果として法律上は夫も妻も日本人という婚姻関係が出来上がる。
第４段階＞某国が、かねて別途養成しておいた精力絶倫の男性スパイを日本に送り込む。送り込まれた男性スパイは日本人になった女スパイ妻と密会し、夫にバレないように不倫の性交渉を持つ。
第５段階＞夫には自分の子だと信じ込ませて不倫の子を出生する。この出生児は医学的遺伝学的には父も母も某国人であるが、民法７７２条により日本人夫婦の子として戸籍登載され、当然に日本国籍を取得する。
第６段階＞出生から１年間、戸籍上の夫が疑問を抱かずに過ごせば、もはや嫡出否定の裁判も起こせず、合法的に「日本人の子」が創り出せる。精力絶倫の男スパイは、日本中に散らばった女スパイ妻と関係を持ち、遺伝的には某国人１００％のＤＮＡを持つ「日本国籍の子」を次々と産み出すべく子作りに励む。
第７段階＞かくて最初の女スパイ養成から四半世紀も経ると、数十万人の「某国人１００％のＤＮＡを持つ日本国籍の子」が合法的に日本に住むことになり、その日本国籍の子同士がまた結婚し、「某国人１００％のＤＮＡを持つ日本国籍の子」を更に産み出す。
第８段階＞半世紀もすれば、日本のかなりの分野で「某国人１００％のＤＮＡを持つ日本国籍の子」が要職に就き、日本乗っ取り陰謀大作戦は日の目を見る。
以上、国籍法３条の改正が無くても、合法的に某国の日本乗っ取りの陰謀は可能なんですが･･･。

確かにおっしゃるとおりですね。
この方は城内実のブログを河野太郎議員のより好意的？（としか思えませんでした）に紹介しているので、イデオロギー的なものを感じました。
しかしこの方はおいておいて、反対派の意見を聞いてると国籍法なんか撤廃して鎖国しろといっているとしか思えないものも多々ありますね。経済的に立ち行かなくなるとしか思えないんですがその辺の整合性はどう考えているのか気になるところです。
