鳥取県の公立小学校が「学級委員長」を無くしたのは、人権団体などから「委員長になれなかった子供が傷つく」「自分にはできないと劣等感が生まれる」などの抗議があり、自粛が全県に広がったためだという。図書委員、保健委員といった担当者はいるが、これらの委員は全て横並びの関係にしている。また、「差別」の観点から、運動会の徒競走でも全員が同時にゴールできるように、走るのが遅い子供に対しては、コースをショートカット(近道)したり、スタートラインを他の生徒より前にしたりする学校もあるのだそうだ。
すでに各方面でいろいろ議論されている問題だと思いますが、
しかし、2009年春から鳥取市で1校だけ20年ぶりに「学級委員長」が復活する。市の教育委員会が2、3年前から子供達の社会性、自主性を育てるために復活を呼び掛けてきた成果らしいが、後に続く学校が現れるかはわからないという。
ということのようですので、教育委員会を応援する意味で取り上げました。
敢えて言いますが、「子供が傷つく」とか「自分にはできないと劣等感が生まれる」などという人権団体はエセ人権団体です。
もしくは非民主主義的団体です。
後に続く学校が現れることを切に願います。
現実を直視しないで教育ができるわけありません。

より詳しい内容になっていますが、記事の中で気になった点が一つあります。
それは「個人主義」という言葉の使い方です。
立候補を募ったり、輪番制で回したりといったやり方が進む中で「学級内のヒエラルキーが薄まり、新聞係、生き物係といったその他の担当と『同格』になる学校が増えた」と有村教授は指摘する。子どもの側も個人主義が強まり、リーダーシップを取りたがらないことも影響したようだという。
各地の例はどうか。福岡市ではかつて「学級委員」という名称のリーダーの役職があったが、最近は「代表委員」と呼ぶことが多く、「保健委員や体育委員と同じく、みんながなる役割の一つ」（市教委）になっているという。市内の小学校教諭は「個人主義が広がり、もしいま『学級委員』が復活したとしても、その子を中心に一つになるとは考えにくい」と話す。
私としては、「個人主義」という言葉は、基本的にはウィキペディアで紹介されているように
個人主義は、個々の人間の人格の独自性と自律性[1]を重んじる立場であり、その時々に形成された場の雰囲気に流されることのない、一個人としての一貫性のある深く統合された思想と責任ある行動を高く評価する。個人主義は、他者の拒絶や排除によって成り立つ利己主義とは異なり、自己のみならず他者の人格をも尊重することをもって初めて達成しうるものである。
というような意味で理解しているのですが、記事に使われている「個人主義」は
自分は自分。他人のことは知ったこっちゃない。
といういうような意味で使われているように思われます。
このような考え方は、容易に利己主義や自己中心性に繋がっていく恐れを感じさせます。
なぜ、このようなエセ個人主義がはびこってきたのかを考えることが根本問題かも知れません。
その前提として、「個人主義」とは何かということがまず理解されなければなりません。
ウィキペディアそして私の理解が正しいとするならば、この記事の記者または元の発言者は「個人主義」を正しく理解していないように思われます。

ただし、その流れがどのようにしてできたのかについては、朝日の記事では分かりません。
たしかに、J-CASTの言う「人権団体」というのものの正体はなんだ、と言うとJ-CASTは何も言っていませんし、憶測の域を出ません。
しかし、何らかの思想的背景事情（教育理念）があったことは事実だと思われます。
それを「人権団体」というかどうかは本質的な問題ではないでしょう。
問題は、いかなる考え方のもとに学級委員長を置かないことにしたのか、だと思います。
その考え方は、単に学級委員長を置くか置かないかの問題にとどまらず、その学校の教育全般に影響するはずです。
朝日の記事が指摘しているいくつかの問題は、まさにそこから生じていると思われるのです。
鳥取県教育委員会は、県立高校入試で「高校生になれなかった子供が傷つく」「自分にはできないと劣等感が生まれる」から、「差別（防止）の観点から、県立高校入試でも全員が同時に合格できるように、点数が低い子供に対しては、採点をショートカット(底上げ)したり、合否ラインを他の生徒より低くしたりする」のでしょうか？

元凶は、いわゆる人権団体なのでは？
たしかに、県教委と鳥取市の市教委との関係がどうなっているのかは気になるところではあります。
いゆわる人権団体の中には、差別撤廃や成績いじめ根絶を旗印に、公立高校全入制と無試験合格化（届出合格）を唱えているところが結構あるので、底上げや合否ラインの引き下げ化なんて、子供騙しに見えるでしょう。元凶は入試でもっと過激化しています。

本文に私の意見を追記しました。
「学級委員（長）」という名前の役割（職責）に何を求めるか？何を感じるか？によって、視点はいろいろあるのかも知れないですね。
鳥取県ではありませんが、私が通った学校では、「委員長＝起立・礼の号令担当者＆全校集会時のクラスの整列位置の基準」が仕事みたいなもので、他の委員と同列でしたし、本人含めてクラスの雰囲気として「学級委員(長）は特別」みたいな感じはなかったです。
むしろクラス内で選挙・投票の上で決定する決まりでしたが、立候補者が居なくて担任教師の指名だったり、後継立候補者がなくて続投を余儀なくされて、クラスが変わっても在学中の３年間ずっと号令担当＆整列基準位置をやってた人もいる位でしたし。内申書の関係から何らかの委員はするけど、委員長は遠慮するみたいな人もいましたし。
そう言う意味では、例示の人権団体のご主張について、いまひとつピンとこないのは、私の経験の狭さから来るのかも知れないですが、何か違和感というか焦点のズレみたいなものを感じます。当該団体様のご主張には否定的な感情を抱くと言うことです。
他方で、「個人主義」と「利己主義 or 自分勝手」との混同が広く一般化してきているという感覚は私も持っています。「自由」と「わがまま」は違うという事についてもですが。

なるほど、私も個人主義を勘違いしていたところがあります。
個人主義は、利己主義も自己中心性も内包しているものと思っていた部分があります。（民主主義において、両刃の剣になってしまうような勘違い）

（たぶん、学生時代に社会・公民なんかで習ってるかもしれませんが、そういったものは完全にすっ飛んでいる）
話はかわりますが、学級委員長というものが無いという時代になっているのも全く知りませんでした。私の時代も成りたい人はあまり無く、立候補というよりは、クラス全員が成って欲しい人へ投票し、トップ２だったか３で決選投票という形が多かったです。担任によっては指名するような担任もいましたが、そんな担任は生徒からあまり好かれていなかったような・・。

クラスの整列位置の基準は仕事ではありませんでしたが、確かに起立・礼の号令はそうでした。しかし、私の時代の学級委員長はかなり人望がありましたし、クラスのまとめ役としての役割も非常に大きかった気がします。それ故、生徒間のいざこざやクラス間のトラブル等にも、かなり全面に出て解決策への中心的存在として活躍していました。
（逆に活躍できないときは、期待はずれという感覚で、次期学級委員長選では選ばれません）
そのような事を考えると、現在においてそのように横並びの精神が学校教育で蔓延していく事が、学校内におけるいじめや諸問題が深刻化していることも、然もありなんと思えてしまいます。

読む側のリテラシーの問題なのですが『人権団体などから（中略）だという』を誰が言っているのか、その記述に一定以上の信憑性があるのかは、不問にしたまま話を進めていいものではないと思います。
こういうJ-CASTのような書き方は、例えば「××との噂もある」のような書き方でもイケるわけです。仮に、そのような噂すら実在しなかったとしても。（私が趣味にしてるじどーしゃの世界では、評論家と称する人物の一部に、そういう「捏造」をひんぱんにやらかしている男がいます）
「誰が」「どのような根拠に基づいて」その話をした（という扱いになっている）かが不明瞭な記事については、眉に唾つけて読むくらいでちょうどいい気がします。
なお、J-CASTの記事にある『人権団体などから（中略）だという』が事実であるのであれば、そのような団体は批判（対抗言論）にさらされて然るべきだと考えます。
しかし仮にそのような「抗議（≒主張）」が実在したとしても、それを容れるか否かは学校教育の現場側に裁量の権限があるものであり、従って本質的に論じられるべきはそのような「人権団体」の側ではなく、かかる対応を決済し施行した教育委員会なり校長会なり各学校なりの側でありましょう。
小学校にもたくさん行ってますが、「日直さん、挨拶の号令を」とかやっているところが、非常に多いですね。
ちゃんと指示したりしているから、その日の委員長というのが小学校ではあっても良いと思います。
あまり、今や昔のようなピラミッド形の構造を小学校の教室に持ちこむ必要もないと感じます。
人権団体云々は学級委員長を復活させる、させないといったこととは関係がないように思います。
学級委員長という名前の役目を作るかどうかは本質的な問題ではないと思いますが、作らないという判断の基礎に、「委員長になれなかった子供が傷つく」というような考え方があるならば、それは問題だと思います。

ところで私の子供時代には、やりたくない委員（長）って、選ぶ日に休んでいた人間に多数決で決まっていたような気がする。子供心に（間違った）民主主義ってオソロシーって思いました。

＞運動会の徒競走で、児童の能力にあわせてコース内に「近道」を作ってゴール付近で接戦になるように調整する。
分かります。高価な機材を買い揃えた親御さんたちにシャッターチャンスを作るためですね。見せ場を作ってこその「戦い」。ショウビジネスの世界ではよくあること。
＞学芸会で、一つの劇の主役を複数の児童が途中で交代して演じる
分かります。プロダクションの横槍で売り出し中のアイドルが無理やり準主役級で登場したりするパターンと同じですね。月９ではよくあること。
ところで私の子供時代には、セリフのない草木などのセットをやらされていた人間がいたような気がする。あれを人間がやる意味あったのだろうか？ 欽ちゃんの仮装大賞じゃあるまいに。ちなみに私の一番の出世役は「鳥２」だったかな!?

基本的にクラス全員を劇に関わらせようと思うと、ああした役も作らないと足りないのでしょう。そんなに大勢がそれなりの役で出演できるような大掛かりな劇を、学芸会ではできないでしょうから。（私らのときは一クラス４～５０名いました）
以下マヂレス。
敗北や失敗からの方が人は多くのことを学べるのに、これまでそうしたものを学ばなかった（学んだことに気づいていない）人たちが、子どもたちを敗北や失敗から遠ざけ、図らずも成長の機会を奪ってしまっているのではないかと思います。
学級委員長選びや運動会のかけっこのような、ある意味些細な失敗・敗北ですら、大人が介入して過保護に取り扱うことが子どもたちの健全な成長につながるとは思えません。
挫折を一切知らずして生きていけるほど天運に恵まれた人には、今まで出会ったことがありません。そんな些細な挫折すら迂回して避けていては、もっと大きな挫折（受験失敗や大失恋等）を経験したときに、それを乗り越えることが難しくなることを危惧します。
失敗や敗北から遠ざけるのでなく、そこから少しでも多くのことを学べるようフォローし、導くのが、教育者の役割ではないかと思うのですが。（もちろん、家庭もその役割を担います）
高校に行ってみると、生徒が自分と他人が違うということをストレートに意識していない、ような印象を受けます。
いわば「頭の中での理解」といった感じです。
このためにチームを作っても「得意なことを手伝う」「不得意なことをと聞く」といったチームとしての機能がすぐには発揮できません。
「先生が（個人に）指示した通りに一生懸命にやる」しかできないのです。
わたしの属しているＮＰＯではロボット工作といったものをやらせて、最初はキットの組立から入るのですが、その時点で説明書を読み解く力とか工具を扱う器用さといった点の個人的な違いを把握させると、ようやく「ここはこうやるべきだ」と主張できるようになり、その後にチームワークが機能するようになります。
こういう現状が大問題だと思うのです。
かけっこはビリだけど絵画コンクールで入賞した。学校で委員を何もやらなかったけどカブスカウトで通信班長した。漢字の小テストで０点ばかりだけど最後は首相になったｗ 子供の時から別の評価や代替手段（オルタネータ）があることを学習させた方がいいかと思います。外形的価値観の単一化が好きな日本社会は特に。

たしかに仰るとおりです。同世代が大量にいる企業の人事でもそこら辺の苦労はありそうですね。ちなみに私の中学生時代は、一クラス５～６０名×１２クラスで、一学年６００人以上でした。（さすがに分校になった）
大人になった今では、草木をやらせることによって、老荘的「無為自然」の境地を学ばせようとした先生の親心と善解しておくことにしますww

まったく仰るとおりです。私も同じ印象を記事から受けました。
成功体験をさせることはチャレンジスピリットを養う上では、ある程度必要でありましょうが、カエサルのように自分を勘違いさせることではないと思います。個の人格的・能力的な十全な発展は、環境との関わり（調整能力）を備えてこそ、はじめて達成されるものだと思います。道具と違い使用目的が決められていない人間存在を、その機能面において、それも一面的なものによって篩い分け、総体としての評価を貼っていく愚は避けられなければなりませんが、競争で負けたって良いではないですか。
徒競争で負けたって、どうすればより早くなれるかを考えてみたり、他の分野で挑戦してみようという、克己に関わる気概を醸成させるも良し、勝者を素直に称えたり、自分と同じ負けた者に対して慰めの言葉をかけたりする、諦念や友愛に関わる心を養うも良し。ある一つの面において負けたら可哀相というのは、むしろ当人の生き方を狭め、自分の思うレールに乗せているように思えます。そこから導き出される評価像は、自分の望む「既製品」とそこからのドロッポ組であるように思えます。
そして、人は何もない真空中で生きている訳ではないので、様々な困難が待ち受けています。現実の状況から隔離され訓練をつまぬままに直面させるのは、上げてから落とす様なものではないでしょうか。
ちなみに私の中学生時代は、中学生とは思えないムキムキの体をしたヤンチャな方が、胸に七つの傷をマジックで書き、「あたたたたたーッ!!!」と叫びながら、みんなの机の上をピョンピョンと跳ね回る中で、授業を受けていた世代です。さらに休み時間は「パンチ１０発と５００円出すの、どっちがいい？」というヤンチャな方々による究極の選択クイズも待ってます。思えば、日本に山賊（カツアゲ）が出るのを知ったのも、「打倒○○県警!!」というスローガン落書きを始めて見たのも、この時代でした。昔は小学校を卒業したら、いきないこういう世紀末世界が待っていたわけです。（ちょっと例示が極端すぎるかな？ まぁ、懐かしい思い出話ということで）
最後に一ネタ。。。

ネタとマヂレスが混ざってしまって、申し訳ございません。記事に紹介されている人権・平等思想が、とても人権団体が主張するとは信じがたいマンガチックなものなので、どうしても遊び心を発揮したくなってしまいました。（あくまでも記事から受ける印象であって、実際には、もっとちゃんとした理論構成があるのかもしれないという注意は必要ですが）
流れを読まずに飛び入りのコメント、ご容赦下さい。
これって、結果（ゴール）が均一（横並び）なら途中の手順は原則通りでなく（ショートカット）しても良い、とする考え方ですよね。こうした教育を受けた児童や生徒が社会に出たときに、給料や所得（結果）が個人ごとに大きく違う（不均一）のは正しいことではない、均一になるように何らかの行政措置（ショートカット）を行って所得補填や給付措置（均一化）を図るべきだ、という意見に対して無条件無批判に「その通り！」と雷同する、最近の社会風潮を作ってしまう原因なのではなかろうか。
すなわち小学校での運動会での、ゴール前で横一線を現出するためにショートカットさせる考え方って、格差を否定する最近の主義主張や論理と同根じゃないかと思う。
生活保護費詐欺事件の別エントリでも、制度や法令の原則から対応できない現実の個別事例に対し、何とか適用されるよう行政窓口の担当者に融通を利かせろと外圧をかけるのは間違いだ、制度や法令を改正して対応できるように外圧をかけるのが本当ではないか、というコメント意見が出ていた。行政窓口の職員に「何とかしろ」と詰め寄るのは、まさしくこうした「ショートカット」の考え方と共通するものがあると思う。
結果だけに均等や同一を求める教育は、長い目で見て社会を歪めてしまうのではなかろうか。

No.18 で以上のように述べた部分、下記のように文言を追加（太字部分）してお読み下さい。asahi.comの記事では、学芸会の事例を「平等主義」の現れとして紹介していますが、少し乱暴な気がします。
特に小学校中学年・低学年で劇を行う場合、台詞を憶えてもらうだけでも一苦労ですし、劇の練習に割ける授業時間も限られています。（高学年であれば居残り練習という苦肉の策もありますが）
そこで役者交代を行うことにより、担当する台詞が減って憶えやすくなりますし、練習も各パート並行して行えます。
また、交代で色々な子どもが出演した方が保護者全体の満足度も高いだろうという見込みもあり、「平等主義」とは関係なく、現実的な面からこうした方法を選択する教師はそれなりにいると思います。
かけっこではいつもビリでした。
運動会が雨で中止(順延)になることをいつも祈っていました。
でも、運動会のときに生き生きしている同級生を見ているだけで楽しかったような思い出があります。
かなり前に金子みすずさんの詩がブームになりましたが、いわゆる「人権団体」の方々は、彼女の「わたしと小鳥とすずと」という詩の最後の言葉
「すずと、小鳥と、それからわたし、
みんなちがって、みんないい。」
をどう理解しているのかな？と思います。
それと、私もやはり子どものうちから「人生とは不公平なもの」という現実を教育しておく必要があるように思います。でないと、社会に出てから苦労するだろうな。
（映画「アマデウス」では神の愛（アマデウス）がいかに不平等なものか、を見事に描いていたと思います。あの題名はそういう意味でも見事なネーミングでした）

私はかけっこ得意だったんですが、小学校高学年になって徒競走はクラス別の「速い人順」になり、学年トップクラスに敵わずプチ挫折を味わったものです。

私は小学校で転校を経験してますが、転校前の田舎の学校では学級委員も立候補がなく勝手に投票で決めてましたが、新興住宅街にある転校後の小学校では、皆競って立候補していて軽いカルチャーショックを受けたものです。同じ時代の同じ県・市でも、親？先生？生徒？によってかなり違うものだったんだなぁと今更ながら振り返っています。
※私はよく面倒なことを自ら立候補するなぁと感心すると共に自ら決して立候補しない醒めた子供でした・・・
走るのが速い子、計算の得意な子、歌の上手な子、工作の得意な子、字の上手な子、、、何十人かの集団であれば、得手不得手の異なった人間が集まるのは当然のことで、そうした個々人の多様性（＝個性≠わがまま）を尊重して受け止めていく事を教える事が一番大事なんだろうと思いますけど、教師をしている知人と話をすると（ご紹介の人権団体ほどの極論でなくても、世間全体の風潮として、あれこれと）現実は厳しそうに思えます。
均質な世界でずっと育って、自分の知らない世間への想像力が及ばない人間に育つんじゃないかと、危惧しないでもないです。（間近にある貧困に気づけないとか、雇用形態や最終学歴の違う人間を、同じ「人」という存在＝生命体だと考えることが出来ないような。）
今の義務教育の時期の子供って、過保護のように見えて実は、窮屈でストレスを強く感じたり、居場所（安心できるor自分を肯定できる、そんな立ち位置）を見つけにくい環境に置かれてるんじゃないだろうか。みたいな事を考えてみたり・・・。
「自己肯定感(観)が持てない育たない」のが、今の日本の教育問題の根っこにあるような感じを受けます。
私が、「小学校で運動会で順位をつけなくなった」事を耳にしたのは、1974年でした。
私の実家(地方都市の郊外にある半農の地域)で、子ども達が外で遊ばなくなったのが、1975年でした。
父の勤める小学校で、遠足や運動会の前日・当日に、「うちの子にどんな服を着せればいいのでしょうか」「熱があるのですが、出席した方がいいでしょうか？それとも欠席した方がいいでしょうか？」「水筒は持っていった方がいいでしょうか？」etc などというそれまで各家庭で決めていたことを学校に決めてもらおうとする問い合わせが増えてどうしようもなくなった時期が、1970年代後半でした。
地元の小学校１年のクラスで、授業中にじっとしていられない子どもが現れたのが1979年でした。当時、実家周辺で外で遊ぶ子どもは、全く見られず、子ども達は遊ぶためにそれぞれのスケジュール(お稽古事・塾)を調整しなければならなくなっていました。
そして、「ギャングエイジ」という子どもの発育に不可欠な時代の名称がほとんど「死語」になった事に私が気づいたのが、90年代でした。
今回の記事にある「学級委員長復活の兆し」は、これまでの流れに対しての揺り戻しなのだと思います。そして、「不平等」等の理由で「学級委員長」を廃止したのは、市民団体だけでなく、その後ろには無数の親達がいるからです。
子ども達がギャングエイジを謳歌しなくなり、親達自身がギャングエイジを体験せず 知らないで育っているので、まぁ、むべなるかな… とは、思いますね。

これは、単に教育の問題ではないと思います。
江戸時代あたりから連綿と続いていた子ども達が継承し伝えてきた子どもの文化が、８０年代にはほとんど瓦解していったことが、「自己肯定感」を親以外から得るチャンスをほぼ潰していった といっても大げさではないと思います。
子どもの文化を、子どもをターゲットにした商戦層がぶちこわしたのですから、これは大人達が如何に子どもを蔑ろにしていたかが、よく判ると思います。

ご指摘のとおりで、教育問題プロパーではなく、社会文化などの背景の根っこに深く根ざした問題でしょう。原因は複合的だと思います。戦後の価値観混乱期で幼少～思春期を経た世代が親になって子供の教育に自信が持てないまま、大量消費社会に突入し、共稼ぎがもてはやされ、エンジェル係数（チャイルド係数）を商業主義が狙い、地域社会のコミュニティ機能が崩壊の危機に至り、トレンディとかetc。

ただし、「遊び」特に集団での遊びは、少年サッカーや少年野球などでは代用は出来ません。なぜなら、極論を言えば少年サッカーなどは、監督やコーチである大人の顔色をうかがいながら振る舞えばいいだけですから。こういう技術は子どもは得意(親で実践しているから)です。
今から３０年くらい前の東海地域の小中学校では、他の教師方の学級・学校を教師が評価する時の言葉がありました。
「子どもが充分に耕されているか、いないか」です。
用法は、
「この学校(クラス)の子どもはよく耕されている」→褒め言葉
「まだ充分耕されていない」→ もう少しがんばれの意味
この「耕されている・いない」という評は、学力だけを指しているのではなく、子ども達の発達段階に応じた子ども自身丸ごとを指してのものです。
耕し手はこの場合教師ですが、本来は、親・子ども自身・友達・地域も耕し手です。
子どもという畑を学校で耕すのは教師ではあるけれども、どんな作物を植えるかは子どもの領分である。だから、子どもがどんな作物を植えても良いように、子どもという畑を耕す というのが教師の仕事であるとされてきました。
もっとも、教師が耕す前に親が荒起こしをしておかなければならないし、教師が耕すのと平行して子ども自身も自分自身を耕さなければならないのは当たり前で、それが「遊び」「日常生活」の中で行われるのが、昔は当たり前だったのです。
誰も自覚はしてませんでしたけどね。

The Zune concentrates on being a Portable Media Player. Not a web browser. Not a game machine.
