愛護動物を遺棄した者は、五十万円以下の罰金に処する。
と規定しています。
しかし、「殺処分に立ち会わせる。」という規定に改正すべきだと思います。

「殺処分に立ち会った後、自らの手で殺処分を行わせる」
にすべきだと思います。
法で厳格に処罰すると言えば、これも野に沢山捨てるんだろうな。 は～。 イタチゴッコはつづく。 しかし、なぜ猫の方が多いんだろう。 猫を引き取らなければ成らない法て有りました？。 税金の無駄づかい。
役所もできれば引き取りたくないと思いますよ。
仕事なんだからといわれるかも知れないが、頑張って勉強して獣医になって、なのに動物の殺処分をやらされるのは、本当にやりきれないことだと思います。

何回か書きましたが、犬猫はヒトの庇護の下での種の繁栄を選択した「家畜」です。彼らの選択の正しさは、「野生動物」がヒトにどんな目にあわされているかを見れば一目瞭然でしょう。すなわちヒトは、彼らをどう遇してもよいのです。虐待しようが虐殺しようが喰おうがヒトの勝手。それが彼らとの「契約」です。つーこって動物愛護法は「悪法」と私は考えます。「家畜を殺すのは悪事」との誤った価値観は早急に正すべきです。不要だけど殺すのは嫌だとばかりにペットを野に放つ痴れ者を根絶するためにも！＜他人や貴重な野生動物に迷惑ですから。
まあ殺処分させられる（本来は欧米みたく自分で注射打って安楽死させるべきですが穢れ思想に毒された日本人にはハードル高すぎるやね）行政はたまったもんじゃないですから（税金だしｗ）、「分母」を減らすために、犬猫飼育はライセンス制にするとか、チップ埋め込むとかはするべきでしょうけどね。
…言うまでもありませんが、私は犬猫殺すのなんてまっぴらですから一生飼わないつもりです。

生物学的には「選択」でしょう。リビアヤマネコ全体がイエネコになったわけじゃないので。それと、「家畜は人間のものだから何をどうやってもかまわない」というのはまた別の問題ですけどね。

この記事の親子も処分されたという記事じゃなくて，処分を待ってる親子という報道だったら引き取りたいって言う人があらわれたかも。
引き取りの努力をするとさらに安易に捨てにくるということについても、ネット上で処分まであと何日とか表示されていて引き取り人があらわれないというのが見えてるといたたまれなくて自分で取り戻しに人もいるかもしれないし。

…と仰っているのは、進化論における自然選択の意味でしょうか。生物学は門外漢ながら、この場合「選択」の主体と言えるものがあるとすれば自然環境であり、犬猫などの「種」の側が選択するという話ではないのでは。現存する愛玩動物の多くの種が人間の「選択」による品種改良の産物であることは言うを俟たず。また、主にペットとして生息している種も野生で生き延びる可能性もあり、生物学や進化論の枠組みで「人間のペットに特化した種」であるかのように扱うのは無理があると思います。
飼い主とペットが、ギブアンドテイクの関係にあるのは事実です。だからといって両者は対等ではありません。飼い主はペットの生殺与奪の権を一手にしているのです。この圧倒的に不均衡な関係性を前提として、人間のペットに対する責任や権利について考えていくべきだと考えています。
ですから、「選択」といい「契約」といって、この力の不均衡がないかのように振る舞ったり、ペットの側も合意の上、と主張するような立場には違和感を覚えました。さあれば議論の発展のために、いかなる論理によってドロッポさんのような立場が成り立つのか、ぜひ知りたいものだと思いコメントした次第です。揶揄でも皮肉でもなく。

自然選択よりもう少し強い意味を持たせています。9000年以上の昔、「人間への恐怖＜人間環境にある餌の誘惑」と思って初めて人間にすり寄っていった山猫たちの選択ですね。
「猫は家畜の一種である」という主張にも、なにか割り切れないものがあります。家畜としての牛や豚は人間が生殖を管理しています。一方、猫はたいていそうではありません。
猫の飼い主がすべき最低限の生殖への関与として、避妊手術をするのが常識だと思うのですが、保険が利く訳ではないのでお金がかかって大変です。国民皆保険はなんとありがたい制度だろうかと思い知る一瞬ですよ（単車買い替えの夢がまた遠ざかりました）。

生き延びてない可能性のが遥かに高いかと。少なくともこんなに繁栄はしてないのは確かです。オオカミの現状はご存知でしょう？現在飼育されているハムスターはすべて、シリアで発見された母親と12頭の子供の血統だそうですが、以降野生ハムスターは発見されていないと仄聞します。牛の先祖のオーロックスは絶滅しました（極少数が再発見されたんだっけか？）。リビアヤマネコの現状は存じませんが、まあ殖え過ぎて困っちゃおらんでしょうなあｗ。イノシシ？あ～聞こえんなぁｗ

力の不均衡がないなんて言った覚えはないんですがそれはともかく、人間社会でも圧倒的強者によって表面上はあくまでも合法的に、選択を迫られ不本意な契約を締結せざるを得ない局面なんていくらでもあります。おっしゃる通り、ペット側は本心からは合意してないくさいですが（犬だけは自分から擦り寄ってきた、と言われてるらしいですが）現状として契約は成立し、履行され、家畜側にも莫大な利益をもたらしていますから今更異議申し立てしても、もはや時効でしょうｗ。
結論からいうと私の立場は「迷惑だから捨てるな！いらんのなら殺せ！！なんで猫を飼った事も捨てた事も殺したこともないオレ様が愛娘を窒息死させられそうになったり干物盗られたり家庭菜園荒らされたり猫の糞を片付けたりせにゃならんのだ！？」です。一刻も早く「捨てる」のは「殺す」より遥かに悪であるとの社会的合意がなされるべきです。ペット先進国ｗ欧米では日本より遥かに多くの犬猫が「処分」されてますがその理由No１は、「躾がうまくいかない」だそうです。そのくらいやってるからこそ、犬をノーリードで散歩させていいコンセンサスが得られていると私は考えます。＜まあ私が犬なら駄犬ライフを満喫出来る日本の方がいいですけどｗ

１）9000年前の祖先（ですらないかもしれませんが）の選択に、現在のイヌネコたちが責任を負わなくてはならないのか？
２）ヒトの庇護下に入ることを選択した種であるからといって、「彼らをどう遇してもよい」（ドロッポさんの元コメントから引用）のか？
ということになりましょうか。

とされている点に対して。できればどの辞書を参照されたのか知りたいところですが、とりあえず手元の広辞苑（電子辞書版）によると「生殺与奪の権」という見出しはなく、「生殺与奪」の説明として「生かすことと殺すこと、および与えることと奪うこと。どうしようと思いのままであること」とされています。一般的な理解ではないかと思いますが。私はこの意味で用いています。
ドロッポさんの本来の主張は

そうなんですよね〜。
オス猫の場合，タマをとらないとスプレー（発情期におしっこ撒く行動）をするんで、パイプカットじゃすまないんです。
室内で飼うためにしかたないと思うんですが、ホルモンバランスが狂って肥満することもあるし....
本当は去勢してないふてぶてしいボス猫とか好きなんですけどね〜。
うちは田舎なんで、古典的でかい顔のオス野良たくさんいますよ。んで愛車の川崎にやられましたよマーキング。あれエンジンかけてあったまるとますます臭うんですね。雨の中走ったら落ちましたけど。
